what country is that from cause that's not an US train or Canadian cause we have no locos or cars with one axel unless that's and Acela but even those have different brakes

In Philly we just got new commuter rail trains made by Hyundai. I can't find a close up of the wheels but they have MASSIVE rotors and calipers. If you zoom in here you can see them

The other axle on that 'truck' is probably out of the frame of that picture - above it.
There are a few brake configurations I have seen on trains: inboard disc brakes, outboard disc brakes, and direct shoe brakes on the wheels.
Some trolleys and light rail also have pads that can be dropped to the rail as a park or emergency brake.
